ANGELES CITY — Construction of the first residential building under the Pambansang Pabahay Para sa Pilipino (4PH) program in Angeles City is advancing steadily, now reaching the second floor, with ongoing rebar work for its beam structure. The progress was confirmed during a site inspection led by Mayor Carmelo “Pogi” Lazatin, Jr. on May 9, 2025.
Mayor Lazatin was joined by Councilor Atty. Arvin Suller, Chief Adviser IC Calaguas, Executive Assistant IV Reina Manuel, former City Cemetery Head Philip Pangilinan-Samson, and developer Dave Sanchez during the inspection. The mayor highlighted the smooth flow of construction and commended the efforts of the workers and stakeholders involved in the project.
Alongside this progress, excavation for the second building’s foundation is scheduled to begin next week, according to the developer’s report. This marks another major milestone in the city’s participation in the national housing initiative.
Mayor Lazatin reiterated the local government’s unwavering support for the 4PH program, emphasizing that the goal is to provide decent, affordable housing for low-income families and informal settlers in Angeles City. He assured the public that the city remains fully committed to ensuring the success of the housing project.
The Angeles City 4PH development involves the construction of 10 six-story residential buildings, each offering 245 housing units. Once completed, the site will provide a total of 2,450 units to qualified beneficiaries.
In addition to housing, the development will feature key community infrastructure. Plans include a village market, a clubhouse, a transport terminal, and ample parking areas—200 slots for cars and 680 for motorcycles—making it a fully integrated residential community.
Angeles City is among the priority local government units selected for the 4PH program. The official groundbreaking ceremony for the city’s 4PH housing project took place in February 2025, marking the start of what is expected to be a transformative initiative for local housing.
