Angeles City, July 1, 2025 — On his very first day in office, Mayor Carmelo “Jon” Lazatin II made a decisive move by signing his first Executive Order (EO), immediately suspending the collection of the Environmental Fee in Angeles City. The order marks the beginning of his term with a strong message: that responsive and people-first governance will be at the heart of his administration.
The signing of Executive Order No. 2025-001 was held in the presence of the full 20th Sangguniang Panlungsod, showcasing the unity and collaboration between the local executive and legislative branches. Mayor Lazatin emphasized that the move is not just symbolic, but a substantive step toward addressing long-standing concerns raised by residents and the business sector alike.
The Environmental Fee, previously imposed under ordinances tied to septage and water management, has been a point of contention among many sectors in the city. The suspension will allow time to revisit and amend the implementing ordinances to ensure they are fair, inclusive, and aligned with the actual needs of the people and entrepreneurs of Angeles City.
“This is about listening and responding,” said Mayor Lazatin during the signing. “We are not scrapping the concept of environmental responsibility, but we want to revisit how we do it so that it becomes a shared and fair effort.” His statement reinforced his commitment to balancing environmental goals with economic realities.
Mayor Lazatin’s order underscores his campaign promise to prioritize transparency, accountability, and citizen engagement in local governance. By addressing the Environmental Fee issue head-on, he aims to show the public that their concerns are not only heard but acted upon promptly.
The temporary suspension will remain in effect while the city council and relevant offices review and propose amendments to the ordinances in question. Lazatin assured the public that these revisions will be made in consultation with stakeholders from various sectors, including community organizations and private businesses.
This bold first move sets the tone for Mayor Lazatin’s administration, signaling a leadership style rooted in inclusivity and action. As Angeles City turns a new page, the local government appears focused on aligning policy with public welfare — beginning with one of the most talked-about local issues.
