The Angeles City Local Government Unit (LGU) has taken a significant step in advancing child protection efforts by participating in a major initiative led by Plan International Pilipinas. The event marked the launch of a new research study examining the growing concern of online sexual abuse and exploitation of children (OSAEC), particularly the alarming rise of self-facilitated live-streamed child sexual exploitation and abuse (CSEA).
Held in partnership with ECPAT Philippines, the forum served as a platform to raise awareness about the complexities and dangers of online child exploitation. The Angeles City LGU’s active involvement demonstrates its commitment to addressing this urgent issue through coordinated actions and policies that prioritize children’s welfare.
Mayor Carmelo “Jon” Lazatin II was represented at the event by his city information officer, who conveyed the mayor’s strong support for initiatives that protect young Angeleños from online threats. In his message, the official reaffirmed the city’s dedication to creating a safer digital environment, where children can learn, play, and grow without fear of exploitation.
Also in attendance were key city stakeholders including representatives from the City Social Welfare and Development Office (CSWDO), barangay officials, members of the Sangguniang Kabataan (SK), the City Youth Development Office, and youth organizations. Their joint presence underscored the importance of collaboration among local government units, civil society, and the youth sector in crafting child-centered digital safety solutions.
Participants learned about the findings of the research, which emphasized how children are increasingly being manipulated into performing sexual acts online, often through coercion or in exchange for money. The study called for urgent reforms in policy, education, and community-level interventions to tackle these disturbing trends.
The Angeles City delegation welcomed the opportunity to engage in dialogue and training sessions focused on child protection policies, digital literacy, and survivor-centered responses. These discussions aim to strengthen the city’s efforts in developing proactive strategies that empower children and support families in navigating online spaces safely.
By joining forces with Plan International Pilipinas and other child protection advocates, Angeles City continues to show its resolve in combating online sexual abuse and exploitation. The LGU remains committed to fostering a safe, supportive environment for every child—both in the real world and in the digital space.
