The Angeles City Government, under the leadership of Mayor Carmelo “Jon” Lazatin II, successfully conducted a coordinated rescue operation on August 1, 2025, in Barangay Balibago. The initiative, led by the City Social Welfare and Development Office (CSWDO) in partnership with the Angeles City Tourist Information Visitors and Engagement (ACTIVE) and the Women and Children Protection Desk of the Angeles City Police Office, aimed to safeguard minors and at-risk individuals in the city’s nightlife areas.
The operation was carried out along MacArthur Highway, Fields Avenue, and nearby secondary roads. A total of 37 individuals were rescued during the evening sweep, including 21 minors—six females and fifteen males—and 16 adults—eleven females and five males.
This rescue mission forms part of the city government’s ongoing commitment to child protection and social welfare. According to CSWDO, the operation focused on vulnerable populations frequently exposed to danger or exploitation in high-traffic entertainment zones. After the rescue, each individual underwent initial profiling, assessment, and necessary interventions.
Out of the 21 minors rescued, 15 were referred to the Kanlungan ng Kabataan Reformation Center. There, they will receive counseling, rehabilitation services, and reintegration support to help them recover and rejoin society in a safe and meaningful way.
The remaining 22 individuals, both minors and adults, were issued first warnings and educated on appropriate conduct, rights, and safety measures. CSWDO emphasized that further monitoring will be done to ensure these individuals are kept away from potential harm.
Mayor Jon Lazatin praised the collaborative efforts of all agencies involved and reaffirmed the city’s dedication to protecting its residents, particularly the youth. “We are steadfast in our duty to uphold the safety of Angeleños, especially our children. These rescue efforts will continue as part of our mission to create a safe and orderly city,” the mayor said in a statement.
The Angeles City Government calls on the public to remain vigilant and report suspicious or exploitative activities. With ongoing support from local agencies and citizens, the city aims to foster a secure environment for all.
