The Angeles City Police Office (ACPO) has reaffirmed its commitment to police transformation and governance by reactivating its City Advisory Group for Police Transformation and Development (CAGPTD). This move aligns with ACPO’s efforts to advance into the Institutionalization Stage of the Performance Governance System (PGS), a national framework aimed at improving the capability, effectiveness, and credibility of police forces across the country.
Held at the ACPO Conference Hall in Camp Lt. Tomas J. Pepito, Sto. Domingo, the reactivation event brought together key personnel, including senior officers, station commanders, and unit heads. The session focused on assessing the current status of ACPO’s transformation initiatives, aligning activities with PGS benchmarks, and setting strategic priorities to achieve the vision of a professional and trusted police force by 2030.
ACPO’s city director, PLtCol Joselito Villarosa, Jr., led the activity and reiterated the office’s strong commitment to sustainable reforms in public safety and community engagement. He stressed that the PGS is not merely a compliance measure but a long-term roadmap toward credible and community-focused policing.
One of the event’s highlights was the Renewal of Oath Ceremony for the members of the CAGPTD. These members, composed of community leaders and sectoral representatives, renewed their pledge to support ACPO in its journey of institutional transformation. Their role is crucial in ensuring external oversight and fostering public trust in the local police.
Following the oath-taking, an organizational meeting was held to recalibrate leadership roles, improve resource allocation, and enhance interdepartmental coordination. The meeting allowed ACPO and advisory members to set clearer goals and fine-tune the implementation of programs under the transformation framework.
PLtCol Villarosa emphasized that transparency, accountability, and community involvement will remain the cornerstones of ACPO’s initiatives moving forward. He also acknowledged the valuable contributions of the advisory group in shaping policies that resonate with public needs and expectations.
The reactivation of the advisory group and the renewed vigor in the transformation program signals ACPO’s readiness to institutionalize governance reforms and further improve public service.
