Angeles City, Pampanga — The Angeles City Government, through the City Social Welfare and Development Office (CSWDO), recently conducted a targeted outreach operation to assist vulnerable individuals and families across the city. The initiative was carried out in partnership with local police units, barangay officials, and Angeles City Taskforce for Intervention and Violence Elimination (ACTIVE).
A total of 27 individuals were reached during the operation, comprising 20 minors (14 males and 6 females) and 7 adults (5 males and 2 females). The effort aimed to remove at-risk individuals, particularly minors, from unsafe environments and provide them with the necessary social services.
Out of the 27 individuals, 11 received their first warning, while 6 others were issued second warnings based on previous interventions. These warnings form part of the city’s graduated response system, which monitors repeat incidents and refers individuals to proper care facilities or family-based interventions.
One family, consisting of six members (2 adults and 4 minors), was identified as repeat cases and was referred to Barangay Malabanias for continuous monitoring and further support. The family intervention approach highlights the city’s recognition that systemic issues affecting minors are often rooted in family environments that require holistic attention.
Meanwhile, 12 minors were brought to the city’s processing center for further evaluation and case management. There, social workers will assess the children’s needs and determine the appropriate next steps—ranging from counseling and education support to temporary shelter or reintegration with their families under supervision.
Mayor Carmelo “Jon” Lazatin II reiterated his administration’s strong stance on protecting youth and strengthening families. “Our goal is not punishment, but intervention. We aim to provide a second chance and guide our youth and families toward a safer, more stable future,” he stated in support of the ongoing outreach efforts.
With continued collaboration between social workers, law enforcement, and barangay leadership, the city government remains committed to creating a safer and more nurturing environment for all Angeleños—especially the youth who represent the future of the community.
