To ensure continuous and strategic development across all sectors, the Angeles City Government, led by Mayor Carmelo “Jon” Lazatin II, held a Workshop on the Updating of the Local Development Investment Program (LDIP) 2026–2028 on September 3, 2025 at Century Hotel, Balibago.
The event gathered key city officials, sectoral representatives, and planning experts to review, consolidate, and finalize priority programs, projects, and activities (PPAs). These PPAs will guide the city’s development path over the next three years and ensure alignment with both the Comprehensive Development Plan (CDP) and the Annual Investment Program (AIP).
During the workshop, participants engaged in a participatory planning process to assess current development gaps and recommend appropriate interventions. It also served as a platform for inter-departmental coordination to avoid duplication of efforts and maximize resource utilization.
A notable highlight of the session was the introduction of the Goal Achievement Matrix (GAM)—a prioritization tool designed to help decision-makers rank proposed PPAs based on relevance, urgency, feasibility, and impact. This systematic approach aims to enhance transparency and objectivity in selecting which initiatives to pursue.
Mayor Lazatin emphasized the importance of forward-thinking governance and citizen-centered planning. “This is not just about planning ahead—it’s about ensuring that the plans we make are inclusive, achievable, and truly beneficial to every Angeleño,” he said in a statement.
City Planning and Development Office (CPDO) representatives guided participants throughout the workshop, highlighting how data-driven planning can improve public service delivery and infrastructure development in the city. The process also allowed for the integration of emerging concerns such as climate resilience, digital transformation, and social inclusion.
With the updated LDIP in place, Angeles City reaffirms its commitment to sustainable and inclusive development. The outputs of the workshop will feed into budget deliberations and policy decisions, ensuring that Angeles stays on track toward a progressive and livable future.
