Angeles City proudly celebrated a milestone achievement as the City Social Welfare and Development Office (CSWDO), under the leadership of Officer Francis de Guzman, RSW, MPA, formally handed over plaques of recognition to Mayor Carmelo “Jon” Lazatin II. The city was honored both as a National Finalist and Regional Winner in the 2025 Presidential Award for Child-Friendly Municipalities and Cities (PACFMC).
The prestigious accolades were conferred on December 22, 2025, during ceremonies at the Philippine International Convention Center (PICC) in Pasay City. The honors were presented by the Council for the Welfare of Children (CWC) and the Department of Social Welfare and Development (DSWD), acknowledging Angeles City’s consistent efforts to institutionalize child-friendly governance through responsive policies, inclusive programs, and grassroots interventions.
Mayor Lazatin expressed heartfelt gratitude to CSWDO and partner offices for their unwavering dedication to advancing initiatives that safeguard the rights, welfare, and holistic growth of Angeleño children. He underscored that the recognition reflects the united efforts of city departments, barangay leaders, and community stakeholders in fostering a safe, nurturing, and empowering environment for every Kabataang Angeleño.
CSWDO’s pivotal role in the city’s PACFMC performance was highlighted, particularly in guiding program implementation and coordinating with child-focused service providers across both city and barangay levels.
This dual honor cements Angeles City’s reputation as a model local government unit in championing child-friendly governance and reinforces its commitment to sustaining programs that prioritize children’s welfare at the heart of local development.
