Angeles City formally confirmed the appointments of several high-ranking officials during the 20th Regular Session of the Sangguniang Panlungsod held on July 15, 2025. The session took place at the Medical Arts Building of Systems Plus College Foundation in Balibago, underscoring the local government’s commitment to transparency and public accountability.
The City Council issued a resolution affirming the appointments of individuals to critical posts that are essential to the city’s day-to-day governance and long-term development goals. These appointments represent the city’s strategic direction in reinforcing leadership in legal, administrative, communications, and educational sectors.
Among those confirmed was Atty. Noel M. Luzung, appointed as the City Administrator, who will oversee the overall operations of the city government and help ensure streamlined delivery of services. Known for his legal acumen and administrative background, Luzung is expected to provide strong leadership in managing the city’s internal systems.
Also confirmed was Atty. Ralph Vincent S. Macalino as the City Legal Officer, bringing in-depth legal expertise and institutional knowledge to the role. His appointment ensures that all city policies and contracts are legally sound and protective of public interest.
Mr. Jose Aubrey B. Pelayo IV was named City Information Officer, responsible for shaping the city’s communications strategy, enhancing public awareness, and strengthening citizen engagement. His role will be vital in maintaining transparency and building trust between the local government and the public.
The council also confirmed the appointment of Dr. Francisco L. Villanueva Jr. as Department Head II of the City College of Angeles (CCA). With a strong background in education and public service, Dr. Villanueva is expected to lead efforts in elevating the quality and accessibility of higher education in the city.
Mayor Carmelo “Jon” Lazatin II expressed full confidence in the newly appointed officials, stating that their professionalism, experience, and dedication will contribute significantly to the city’s ongoing progress.
