Angeles City, Pampanga — In a bid to enhance community safety and ensure coordinated peacekeeping efforts, the Angeles City Government, in partnership with the Department of the Interior and Local Government (DILG), held a Workshop on the Formulation of the Peace and Order and Public Safety (POPS) Plan on August 19, 2025 at the Liga Conference Room, City Hall Compound.
The workshop brought together various stakeholders from the local government, law enforcement agencies, and community leaders to collaboratively craft a comprehensive and responsive POPS Plan. This multi-sectoral initiative is geared toward addressing current public safety issues while laying the groundwork for long-term peace and order in the city.
Mayor Carmelo “Jon” Lazatin II has expressed his full support for the formulation of the plan, recognizing that a safe and peaceful environment is vital for sustained growth, economic development, and quality of life for all Angeleños. The mayor’s office has consistently prioritized public safety through community policing, infrastructure improvements, and capacity-building initiatives.
Representing Mayor Lazatin during the event was Councilor Atty. Jeselle Dayrit, Chairperson of the Committee on Peace and Order. In her message, she reaffirmed the city government’s commitment to inclusive governance and stressed the importance of collaboration among local stakeholders in developing proactive safety strategies.
The POPS Plan is expected to address key issues such as crime prevention, drug abuse, emergency response, and community-based peacebuilding. Through data-driven and community-informed approaches, the plan will serve as a blueprint for coordinated action among law enforcement and civic groups.
The DILG provided guidance and technical support throughout the workshop, ensuring that the city’s POPS Plan aligns with national peace and order goals while being responsive to the unique challenges of Angeles City. Participants engaged in group discussions, situational analysis, and planning exercises aimed at producing a well-rounded and effective framework.
The finalized POPS Plan will be integrated into the city’s development agenda and serve as a key reference for future law enforcement and community initiatives. With strong leadership and multi-sectoral cooperation, Angeles City is making significant strides toward building a safer, more resilient community for all.
