The Department of the Interior and Local Government (DILG)–Angeles City, in coordination with the City Planning and Development Office (CPDO), held a conference on August 13, 2025, aimed at strengthening the involvement of civil society organizations (CSOs) in local governance. The gathering took place at the City Library Amphitheater and focused on guiding CSOs through the updated accreditation process as outlined in DILG Memorandum Circular No. 2025-060.
The event was attended by various CSO representatives, including members of non-governmental organizations (NGOs), religious groups, and sectoral associations. The orientation was designed to encourage active civic participation and to clarify the benefits and procedures of CSO accreditation in Angeles City.
Under the DILG memorandum, accredited CSOs are granted the opportunity to serve as official members of Local Special Bodies (LSBs), such as the Local Development Council, Local School Board, Local Health Board, and the Local Peace and Order Council. This inclusion enables citizens to play a more direct role in shaping policies and monitoring projects that impact their communities.
Mayor Carmelo “Jon” Lazatin II has expressed his full support for the initiative, emphasizing that inclusive governance is vital to sustainable development. He highlighted the importance of community voices in decision-making and reaffirmed the city government’s commitment to transparency and collaboration with grassroots groups.
City officials explained that the accreditation process not only ensures accountability but also strengthens partnerships between the local government and the private sector. By enabling CSOs to become active stakeholders in LSBs, the city fosters a more participatory and responsive governance system.
The DILG and CPDO teams also responded to questions from attendees, addressing concerns on documentary requirements, timelines, and the role of accredited CSOs within the councils. The open forum created a space for dialogue and trust-building between local authorities and civil society.
This initiative marks another step forward in institutionalizing participatory governance in Angeles City. With continued efforts from the DILG, CPDO, and city leadership, local organizations are expected to play an even more significant role in driving progress, accountability, and inclusivity across government programs and services.
