Angeles City — In a strong move toward environmental protection and sustainable urban development, Mayor Carmelo “Jon” Lazatin II has signed Executive Order No. 003, Series of 2025, creating a specialized Task Force on Abacan River Waterways Management. The order marks a significant step in addressing water pollution, safety risks, and visual deterioration along one of the city’s major river systems.
The executive order draws authority from several national laws, including the Local Government Code, the Water Code of the Philippines, and the Clean Water Act. It also upholds legal mandates from the Civil Code regarding easement zones and urban regulations that prohibit illegal structures near waterways and roads. These legal bases form the foundation of the new task force’s mission.
The task force, spearheaded by the City Engineer’s Office, will coordinate efforts among various departments. Its primary duties include designing comprehensive river rehabilitation plans and conducting regular clearing operations along the Abacan River and nearby roads. The group is also tasked with establishing green zones along the riverbanks to prevent soil erosion and encourage ecological balance.
A key part of the program is the improvement of waste management in riverside communities. The initiative aims to educate and encourage residents to follow proper waste disposal practices while providing city support for collection and enforcement. Cleaner surroundings are expected to benefit both the environment and public health.
Following the EO’s approval, the city’s Environmental Management System (EMS) and the Angeles City Traffic and Development Office (ACTDO) immediately began clean-up and clearing activities. These efforts will now be regular undertakings, part of a broader campaign to eliminate encroachments and beautify the area surrounding the Abacan River.
To ensure transparency and consistent progress, the task force is required to submit monthly reports to the Mayor’s Office. This accountability mechanism is intended to monitor the group’s performance and adapt strategies based on results and public feedback.
Mayor Lazatin emphasized that this initiative is more than just an environmental project; it is a step toward long-term urban resilience and livability. By addressing issues at the Abacan River, the city demonstrates a commitment to responsible governance and sustainable development for the benefit of current and future generations.
