ANGELES CITY, Pampanga — As his term draws to a close, Mayor Carmelo “Pogi” Lazatin Jr. reaffirmed his dedication to public health by inaugurating the 8th Puso Center Primary Care Facility in Barangay Capaya on June 17, 2025.
Speaking at the inauguration, Mayor Lazatin expressed pride in continuing to deliver essential services up to his final days in office. “Even as my term ends, my commitment to Angeleños’ health remains. Delivering essential services to our communities is a responsibility I’ve upheld to the very last day,” he said.
The new Capaya Puso Center is the eighth out of nine promised by Lazatin during his 2024 State of the City Address. Earlier Puso Centers were established in Pulungbulu, Tabun, Pulung Maragul, Cutud, Malabanias, Anunas, and Amsic — all aimed at expanding access to healthcare throughout the city.
Prior to Lazatin’s administration, Angeles City only had six Rural Health Units serving various barangays. With the near completion of all nine Puso Centers, the city is on track to operate a total of 15 fully functional primary care facilities — a significant leap in local healthcare infrastructure.
The Capaya facility includes a dental clinic, laboratory and consultation rooms, a doctor’s office, a pantry, medical storage areas, and a pharmacy stocked with essential medicines. It is designed to provide accessible, affordable, and complete healthcare services right within the community.
To ensure these centers run efficiently, the city government also recruited additional medical personnel — including doctors, dentists, pharmacists, and aides — to support daily operations and improve service delivery across the health network.
Mayor Lazatin’s administration has consistently prioritized public health since 2019, and the near completion of the Puso Center program is a testament to his legacy of strengthening healthcare access and community welfare in Angeles City.
